District offer is worse than the TA rejected by membership!

The District offered FMEA  a conceptual draft proposal which would give teachers:

Compensation Concepts:

Year 1: No salary increase
Year 2: The current language of Section 3.1 of the contract shall be in effect for Year 2 or the District proposes one of the following choices for Year 2:

• The language of Section 3.1 shall remain but shall be modified to be offset by a fixed percentage of two (2%) which the parties agree to include as a reasonable estimate of the increased cost of health and welfare benefits and step and column.
• The language of Section 3.1 shall remain but shall be modified to be offset by the actual cost of step and column and health and welfare benefits.  Benefits language would be adjusted accordingly.  (This is the previous TA)
•  The language of Section 3.1 shall sunset on June 30th, 2008.  The parties will have a reopener on compensation and one other item each for Year 2.  This could be a two year contract.

Year 3: Same as year 2

Other:
The District agrees to TA’s reached on cleanup language except for the Adjusted Days proposal.  (They want the days back.)

The FMEA Team formally proposed:

• Year 1: COLA 4.55 % with retro going back to January 1st.
• Year 2: COLA
• Keeping Adjusted Days Proposal  from previous TA.
